Touring Association By-Laws
Article One
Robert’s Rules of Order shall govern the parliamentary
proceedings of this club unless otherwise provided in these
By-Laws.
The order of business shall
be:

Two
This article was revoked on 9 August
2004.
Article
Three
The club dues shall be $20.00 per year for a single
membership or $30.00 for a couple. The dues are due upon completion
of requirements as set forth in by-laws number 5, and will fall due
and payable January 1st thereafter. Any member three (3) months or
more behind in his or her dues shall be considered not in good
standing and shall not be entitled to participate in any club
function. For new members joining after September 1st, dues shall be
one-half of the annual dues.

Four
The fiscal year begins 1 April. The treasurer must,
with the input of the board and interested members, submit a budget
for the next fiscal year for distribution to members in February.
The budget should present a realistic view of expected income and
expenditures for the future fiscal year as well as provide a
reasonable amount of funds for unforeseen
expenses.
The budget will be reviewed and discussed at the March
business meeting. Single items on the budget may be changed or
deleted during the March meeting with the approval of 2/3rds of the
present membership. After review and discussion the budget must be
approved by a simple majority of present club members at the March
meeting.
Unbudgeted expenditures must be approved by a simple
majority of the present membership present at any business meeting.
No unbudgeted expenditure may be approved that will cause the
forecasted general fund balance to fall below $50.00 at any point
during the fiscal year.
The Treasurer, the President or Vice President must
sign all financial
instruments.
Article Five
A member, in good standing, of the club, must
recommend membership. Prospective member must be a registered owner
of record of a motorcycle and attend one (1) planned ride, as a
motorcycle operator and one (1) meeting all within three (3) months;
who, in the opinion, by vote, of the Board of Directors and simple
majority of the members is interested in furthering the purpose and
goals of the Valley Motorcycle Touring Association.

Six
This article was revoked on 9 August
2004.
Article
Seven
If
for any reason a current member in good standing shall
temporarily or permanently cease to ride or own a motorcycle, that
member will remain a member in good standing for the remainder of
the year in which the member ceased to ride or own a motorcycle.
The member will remain eligible for membership renewal each year
thereafter. Additionally, the opportunity to maintain
and renew active member status shall be extended to the spouse of a
deceased active member who held a couples membership.
Member
dues apply and the individual(s) shall be entitled to vote on club
affairs. Should the member elect not to renew membership, then

will apply for re-application for membership at a future date.
Honorary
Memberships previously granted to the spouse of a deceased active
member or a previous active member who could no longer ride for
health reasons shall maintain their status of Honorary
Member and are not subject to the payment of dues.
Article
Eight
Any member who is more than twelve (12) months behind
in his or her dues will no longer be considered members of the club
but may rejoin at any time by paying membership dues for the current
calendar year.
Article
Nine
A member may be expelled for conduct unbecoming a
member of the club, but charges must first be made in writing to the
Board of Directors, who will appoint an independent committee
consisting of three members in good standing to conduct a timely
investigation and report its findings to the Board of Directors. The
accused member will be given a hearing before the Board of Directors
who will decide, by simple majority, if the charges have been proven
and are of a nature that should cause the member to be considered
for expulsion. The Board of Directors shall report its findings to
the club at the next business meeting with recommendation that the
charges be considered proven and the accused member be expelled, or
the charges be considered not proven and accused member remain a
member of the club. The club shall thereupon take a vote to decide
whether or not the recommendation of the Board of Directors shall be
adopted. It shall require a two-thirds vote of the active members
present to act on the recommendation of the Board of
Directors.

Ten
A guest may be a prospective member or a houseguest of
a member in good standing or a person wishing to visit our club.

Eleven
The By-Laws may be amended or added to provided the
proposed amendment is submitted at a regular meeting. It shall be
advertised in the next monthly newsletter and voted on at the next
meeting. A two-thirds vote of present active members, in good
standing, shall be required to pass an amendment.

Twelve
If an officer other than the President who resigns his
or her post or is deemed unable to continue to perform his or her
duties by the Board of Directors a replacement officer must be
nominated, voted upon, and installed into office at the earliest
business meeting after the departing officers resignation is
received or if him or her is determined unable to fulfill his or her
duties.
If more than one person is nominated to replace the
departing officer a simple majority vote of members in good standing
present will decide the replacement officer. If the departing
officer is the President, the Vice President will assume the duties
of President for the remainder of his or her term. Upon the Vice
President assuming the duties of President a replacement Vice
President must be selected using the procedures outlined above.

Thirteen
Any officer, including the President, may be removed
from office by the following procedure: A motion may be presented at
a regular business meeting to remove the officer. A simple majority
of those members in good standing present must vote to approve the
removal initiative. All club members must be notified in writing
that the officer will be considered for removal from office at the
next regular business meeting.
At the next regular business meeting a vote will be
taken to remove the officer from his or her position. A two/thirds
majority of those members in good standing present must approve the
removal. If removal is successful a new officer is selected using
the procedure Article Twelve.
Article
Fourteen
Any member who serves in an appointed position is
considered to serve at the pleasure of the President.
